Healthcare Data Analyst – Maine DHHS in Augusta, ME
1. Overview
Provide an overview of the work, briefly summarizing the job, the main purpose, the objectives, and the results expected.
The purpose of this position is to expand the capacity of the Maine Prescription Monitoring Program team through increased capacity to conduct complex, in-depth data analyses. The objective of this position is to provide the analytic support required to enable continuous surveillance of PMP data for both patient and provider populations, with the end goal being a reduction in medically unnecessary controlled substance prescribing.

This position requires advanced knowledge of data analytics approaches, statistical methods, and data analytics tools/software systems. Due to the specialized nature of the data being analyzed as part of this role, knowledge about the pharmacological classification and clinical use of prescribed medications classified as “controlled substances” is essential to provide awareness of the appropriate analytic methods to be applied in different contexts. An understanding of health care workflows (how providers prescribe medications to patients, how these prescriptions are dispensed) and the U.S. health care ecosystem (outpatient care, inpatient hospital care, pharmacies, public and private health insurers) is also crucial.
3. Duties and Deliverable – Outline of specific job duties:

This position will provide data analytics support to the Maine Prescription Monitoring Program Team, including design and construction of regular reports drawn from PMP data; fulfilling ad-hoc data requests and conducting ad-hoc data analyses; fulfilling data reporting requirements of OBH and OMS grants from CDC, SAMHSA, and CMS; ensuring user compliance with applicable PMP statutes around data reporting and mandatory use of the PMP; preparing epidemiologic surveillance reports regarding controlled substance prescribing practices of prescribers in Maine and use of controlled substance medications by Maine residents; identifying emerging trends in controlled substance utilization; and conducting exploratory analyses to understand population outcomes for individuals who have been prescribed controlled substances. This work will include .5 FTE dedicated to data analytics in support of the Overdose Data to Action grant evaluation (which is heavily dependent on PMP data and related SUD treatment data analyses.) There is no travel required for this position, though attendance at conferences to present work would be supported.
4. Schedule
Provide summary of work schedule, including normal working hours, on-call expectations, allowed time off (which is non-billable)
This position will be expected to work the same schedule as regular State of Maine / DHHS / OBH staff: Monday through Friday, 8:00am – 5:00pm with a one-hour lunch break. There is no on call time. Time off will be accrued via the LTS agency.
