Data Analyst II
The Data Analyst II reports to the Director of Data Management and Analysis and performs routine data analysis and data research work for the Regulatory Services Division. Work involves data in state and federal systems involved in the licensing and regulation and multiple facility types in the State of Texas. Work involves conducting analysis of and research on data, providing results, and monitoring and implementing data quality. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

Work involves conducting analysis of and research on data, providing results, and monitoring and implementing data quality. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs duties as assigned.
Performs research or data analysis for reporting purposes and Regulatory Services Division (RSD) management decision support. Coordinates, plans, develops, and monitors reports to include analyzing and querying data. Interacts with internal users, subject matter experts, and/or outside entities in identifying user needs, understanding the Division’s programs, and gathering information for reporting. (30%)
Conducts calculations and data analysis related to RSD licensing, regulation, and enforcement activities. Interprets data queries to identify differences. Assists the team with developing strategies to identify issues and develop a plan of correction. Develops, modifies and maintains spreadsheets and Access databases. Assists in analysis using various tools including but not limited to SQL, EXCEL, ACCESS, and Tableau. Uses subject matter knowledge of the data systems to support RSD with selection of appropriate data sets and analytical tools. Collaborates with the DMA team, management and staff to analyze and interpret data patterns, to understand correlations between data sets, and to provide recommendations upon request. (30%)
Assists the Data Analyst III developing data collection systems and tools to assist RSD program staff with their monitoring and audit functions on licensing, regulation and enforcement activities and aids management staff in determining compliance with agency policy and procedure requirements and performs the functions in the absence of the Data Analyst III. Includes the development of reporting functions in Access and Excel based upon complex datasets and combining multiple datasets. (30%)
Assists in developing data management standards and policies supporting RSD activities. Assists in collection of the required data from various data sources, processing/compiling them according to CMS specifications, resolving data quality issues and submission of data for state and federal reporting projects. (10%)
