Idaho National Laboratory’s (INL) Project Services group is seeking forward-thinking professionals interested in exploring a career as a Davis-Bacon Specialist! Our team works an on-site 9x80 schedule located at our Willow Creek facility with every other Friday off.

Responsibilities Include:

  • Supports the BEA Davis-Bacon Chairman.
  • Reviews project descriptions, contacting the originators- in-person, via telephone, or on TEAMs to ensure the description is accurate and inclusive of the relevant facts and considerations.
  • Develop and understanding of the justification for the estimate and provide input in the form of a preliminary recommendation of the applicability of the Davis-Bacon Act.
  • Part reviewer, part offering editorial recommendations.
  • Research the details of a construction project, research experiments or other projects.
  • One day will consist of learning about the lab wide activities and projects at INL. Another day may be Mentoring, helping people learn how to accomplish the work in compliance with policy, procedure, and U.S. Law.
  • Supports implementation of LWP-7204 “Davis-Bacon Applicability Review”, including but not limited to, answering questions, providing training, and assisting with the Davis-Bacon process.
  • Ensures the information submitted within Form 431.38 “Davis-Bacon Case Record” is complete, accurate and relevant to the process.
  • Provides support, consultation and training on Davis-Bacon Act and related issues.
  • Manages, maintains or revises, LWP-7204 and related Davis-Bacon Act training, forms and records including any electronic database case records and associated notes, correspondence and drawings.
  • Present technical information to mission centers and business organizations with BEA and also externally to DOE regularly
  • Trainings will be held approximately monthly and this individual will be responsible for revising the material, presenting the information, and ensuring that these attendees are prepared to take the BEA Qualification exam and re-exam as necessary
  • Coordinate all Davis-Bacon related work assignments within the organization.

QUALIFICATIONS


Minimum Requirements:

  • Bachelor's of Science degree plus 5-8+ years of relevant experience or 13-16+ years of relevant experience in lieu of a degree.
  • Relevant experience includes: knowledge and skills necessary for Davis-Bacon issues, industry standards, subcontract practices, Federal Acquisition Regulations (FAR’s), Department of Energy Acquisition Regulations (DEARs) ie. 970. 2204-1-1, presenting technical information to large and small groups of people, developing training and knowledge tests
  • This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.
  • Physically capable of wearing protective equipment associated with construction.
  • Minimum computer skills include use of word processors, computer generated cost tracking, and scheduling programs.
  • Understanding of generation of documentation associated with BEA work practices.
  • Working knowledge of Conduct of Operations, Conduct of Maintenance, and the Integrated Safety Management System.

Job Information

  • Salary Grade PR0300: 190 ($70,680 - $116,616) / Salary Grade PR0400: 200 ($81,288 - $134,100)
