Job Summary

Under administrative direction of the Enterprise Training and Development (ETD) Supervisor and in consultation with the BGS – Enterprise Training Consultant (HSPR2), this position is responsible to assess, develop, coordinate, schedule, instruct, and evaluate comprehensive training programs.
In collaboration with the ETD unit, these positions oversee the resource management of training deliverables to meet regulatory compliance, revision/retention schedules, and accessibility standards.
This position oversees and delivers in-person and virtual training for the Background Studies enterprise. The incumbent collaborates and/or supports the development and implementation of new employee orientation (NEO), training deliverables (job aids, help files, standard operating procedures), and computer-based/video-based training (CBT/VBT). The incumbent is the learning management system (LMS) administrator for various platforms.
The Background Studies Division (BGS) is a fee-for-service enterprise located within the Office of Inspector General (OIG). The BGS division operates under the authority of the Human Services Background Studies Act (245C), and with other state and federal laws, regulations, standards, and legal processes. As an enterprise business model, BGS conducts over 464,000 background studies each year for individuals who will have contact with vulnerable populations (supervised/unsupervised) in licenses, and/or unlicensed programs or settings across the State of Minnesota. BGS provides business services via the NETStudy 2.0 proprietary background study system to over 33,000 customer/employer-entities across the State of Minnesota.
Qualifications
Minimum Qualifications

Two (2) years professional working experience developing, coordinating, instructing, and implementing employee training courses.
Experience must include the following:
- Learning Management System administration or similar tracking system for training completions
- Determine employee training needs
- Development of computer-based and/or video-based training programs
- Bachelor’s degree in Instructional Design and Development, Instructional Technologies, Adult Education, Adult Learning, Learning Management, eLearning Design and Development, Multimedia Design and Development, Criminal Justice, or another related field may substitute for 1 year of professional experience.
**Master’s degree in Instructional Design and Development, Instructional Technologies, Adult Education, Adult Learning, Learning Management, eLearning Design and Development, Multimedia Design and Development, Criminal Justice, or another related field may substitute for 2 years of experience.
Preferred Qualifications
- Advanced skills in ensuring accessible deliverables through Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Adobe Acrobat Pro
- Effective presentation skills and interactive group techniques
- Project management, consultation, and facilitation skills to lead learner groups in a training session
- Course evaluation and survey design
- Demonstrate flexibility and creativity in a changing environment
- Variety of experiences working effectively with others from different backgrounds and cultures
