Position description: Advent Services is seeking a qualified Executive Administrative Assistant. In this position you shall Provide technical, analytical, training and program support to COMNAVSURFLANT located in Norfolk, VA.


Mandatory Qualifications:

  • Must be a U.S. Citizen.
  • Must have at minimum an active Secret Security Clearance.
  • Documented experience at the Flag Level as an Executive Administrative Assistant.
  • Knowledge of Serve as a principal advisor to COMNAVSURFLANT for all personal awards tracking.
  • Must be able to advise and assist COMNAVSURFLANT in assessing factors and determine the impact upon Force readiness. Advise COMNAVSURFLANT in developing policies and programs which will enhance the quality and implementation within the Force.
  • In-depth understanding of Navy websites, software, and database tools, to include Bupers Online (BOL), NDAWS, FLTMPS, and Document Services.

Tasks:

  • Provide support for development, review, updating, and creation of products that are designed to provide administrative support to leadership within and outside CNSL on Personal Awards and Records Management for the entirety of the SURFLANT claimancy.
  • Interface with command representatives and other CNSL staff members to provide updates on current and predicted awards procedures and requirements and command-wide Records Management program.
  • Assist Administrative Officer with the Directives Management Program to include tracking, processing, distributing, and creating and maintaining electronic and hard copy record files.
  • Assist Administrative Department with promulgation of various Staff Administrative products to be published to the iCNSL Sharepoint Provide assistance with upkeep of Sharepoint Portal for all N002 needs.
  • Assist Flag Staff office personnel with answering incoming phone calls, emails, and general inquiries, as
  • Provide training, as required, to outside commands on personal awards procedures, and Records Management procedures.

The Contractor shall accomplish:

  • Establish tracking system for all awards, including personal and unit Provide daily/weekly/monthly input to Personnel Officer to contribution for validity of award tracking status for military members expecting to transfer, retire, or separate.
  • Review, edit, and endorse incoming and outgoing
  • Work closely with Administrative Officer, Staff Administration Leading Chief Petty Officer, and Staff Administration Leading Petty Officer to conduct Electronic and Physical Awards Boards (as required) with Chief of Staff, Flag Secretary, and ACOSs.
  • Coordinate with multiple departments within the command and subordinate and upper echelon commands outside of the command to ensure timely submission of awards.
  • Maintain liaison with Chief of Staff, Commanding Officer, intermediate chain of command officials, support activities and other outside activities, as necessary.
  • Apply policies and directives prescribed by higher Read, interpret and ensure compliance with publications, instructions, notices, local directives and changes thereto as appropriate.
  • Provide assistance, answer questions, resolve problems, and provide information to the Commander, Chief of Staff, Flag Secretary, and chain of command, and other personnel outside of the functional area in accordance with section 1.9.1.
  • Ensure each award is properly boarded by command Assistant Chiefs of Staff (ACOSs), and is reviewed by the Legal Department and the command Inspector General.
  • Process each award to completion once approved by the Commander, to include proper mailing, filing in local files, both hard copy and electronic, and assisting with entry into service member's Official Military Personnel File (OMPF).
  • Create electronic database records of previously approved personal awards from existing hard copy files. Create system to begin submitting records to Federal Records Center (FRC) as required by applicable directives.
  • Archival and storage of historical correspondence, awards, and personnel records
  • Attend Records Manager Training (as required)
  • Provide Records Manager Training (per training plan)
  • Organize the timely and proper maintenance of all record files
  • Assist Flag Secretary and Flag Administrative staff with editing and publishing of Ready Reference Tracker, command contact listings, and contact cards for Flag and Staff personnel.

General Information:

  • The contractor is responsible for conducting business, between the hours of 0730-1600 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
