D.R. Horton, Inc. is currently looking for an Field Stormwater Compliance Representative. The right candidate will provide field oversight to an assigned area consisting of between 10 and 25 D.R. Horton developments as an area representative of the Division Stormwater Compliance Representative. This position will ensure the administration of the DHI Stormwater Program and Division job site compliance with respect to Clean Water Act Sections 301, 402 and 404: National Pollutant Discharge Elimination System (NPDES).
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Work under the direct supervision of the Division Stormwater Compliance Representative to maintain an effective on-going division NPDES management program in compliance with both D.R. Horton operational standards and applicable federal, state, and local jurisdictional regulations, in coordination and communication with the D.R. Horton Corporate Environmental Team, the Division President and appropriate D.R. Horton personnel in entitlements, and acquisition, and development and vertical construction (the “Division NPDES Program”)
- Administer revisions to the Division NPDES Program as regulatory, operational or industry practices-requirements dictate
- Communicate and supervise third party environmental contractors and consultants responsible for stormwater or wetlands NPDES compliance; e.g. erosion and sediment control design professionals, storm water pollution prevention design, inspection, and corrective action consultants, best management practices contractors, and wetland consultants to ensure timely compliance in implementing the Division NPDES Program
- Communicate with appropriate management officials regarding regulatory agency concerns
- Conduct routine quality assurance audits of design, administrative and in-field practices; provide corrective action directives to consultants and vendors to ensure that the Division NPDES Program requirements and objectives are met
- Retain a working knowledge and proficiency of federal and/or state OSHA regulations and compliance requirements
- As directed, implement the preparation or review of the SWPPPs as necessary to assure compliance with the Division NPDES Program for the division
- Assist in periodic NPDES and/or related compliance familiarization and training of division personnel
- Conducts all business in a professional and ethical manner to serve customers and increase the goodwill and profit of the company
- Ability to work overtime
- Ability to travel overnight
Education and/or Experience
- High school diploma or general education degree (GED)
- Ability to obtain and maintain certification under the DHI Advanced Stormwater Training Program within six months of employment
- Must complete two of the following three trainings / certifications: the Qualified Stormwater Manager (QSM), the USEPA Stormwater Training Certification, and state-specific stormwater training / certification prior to serving in the role of Field Stormwater Compliance Representative in a Consent Decree state
- Must have a vehicle and a valid driver’s license
- Possess strong verbal and written communication skills
- Ability to apply common sense understanding to carry out instructions furnished in written, oral form or via DRH applications
- Proficiency with MS Office and email
- Ability to stand and walk for 4 hours straight or up to a full 8-hour day; sit for extended periods; kneel and bend at the waist; climb, balance and stoop, crouch or crawl; walk up and down stairs; walk on unlevel terrain; use hands and fingers to handle or feel; reach with hands and arms; talk and hear. Ability to lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and peripheral vision
- Regularly exposed to outside weather conditions
- Occasionally exposed to moving mechanical parts and high precarious places
- The noise level in the work environment is usually loud

A Field Stormwater Compliance Representative may have the following responsibilities as directed and managed by the Division Stormwater Compliance Representative (DSCR):
- Stormwater Program Management – assist the DSCR in:
- NPDES permit management
- ERX software management as directed and as security permissions allow
- DHI Stormwater Training (Learning Management System) user management
- List of required trainees (Basic and Advanced)
- Tracking of completion records
- Management of training certifications as it relates to inclusion in SWPPPs
- QA/QC of stormwater team
- SSCRs
- Engineer Consultants
- Inspection Consultants
- ESC Contractors
- Communication, Outreach, & Education – sharing of stormwater knowledge with others within and outside of DHI (SSCRs, trades, consultants, purchasing, LD, etc.)
- Attendance in Land and Production meetings – act as the eyes, ears, and voice of the DSCR
- Enforcement of stormwater regulations and DHI stormwater policy – SSCRs, consultants, trade partners and vendors
- Routine / on request of DSCR site inspections
- Consideration of site conditions and suggestions for improvement
- Are there stormwater measures that are not working, missing, damaged, or otherwise ineffective?
- Are areas of the site ready for temporary or permanent stabilization?
- Are there additional or different stormwater management measures related to upcoming construction activities called for in the SWPPP or that are needed?
- Pre-Construction Inspection & Review (PCIR) field support for DSCR
- Inspection of initial ESC installs in support of PCIR as required by CD
- Verification of PCIR generated corrective actions
- Can verify, but cannot close corrective actions (DSCR or SSCR requirement)
- NPDES Inspections
- Assist the DSCR in management of Inspection Consultants (liaison for communication of inspection needs, “moving the chess pieces”, follow up, document/plans deliverables, etc.)
- Assist the DSCR in corrective actions management
- Scheduling of corrective actions
- Field coordination of corrective actions with Erosion & Sediment Control (ESC) contractors
- Field verification of corrective actions
- Verification of satisfactory completion of corrective actions
- Verification of quantities (install, repair, removal)
- Management of corrective action / ESC invoices (uploads to ERX software, DocuSign approvals)
- Assist the DSCR in field verifications
- Site-specific conditions (for example, need to check status of outfalls, or concrete washout condition, tracking on pavement, etc.)
- Assist in field condition documentation as required to respond to regulatory enforcement actions and as directed by Region or Corporate.
- Assist the DSCR in running herd on SSCR responsibilities (email reminders for due/overdue signatures, corrective action response/closure)
- Quarterly Compliance Inspections
- Assist the DSCR in site inspection portion of QCI
- Assist the DSCR in management of QCI Designees (Consultants) as liaison for communication of inspection needs, “moving the chess pieces”, follow up, document/plans deliverables, etc.)
- Assist the DSCR in corrective actions management
- Scheduling of corrective actions
- Field coordination of corrective actions with Erosion & Sediment Control (ESC) contractors
- Field verification of corrective actions
- Verification of satisfactory completion of corrective actions
- Verification of quantities (install, repair, removal)
- Management of corrective action / ESC invoices (uploads to ERX software, DocuSign approvals, etc.)
- Assist the DSCR in field verifications
- Site-specific conditions (for example, need to check status of outfalls, or concrete washout condition, tracking on pavement, etc.)
- Assist in field condition documentation as required to respond to regulatory enforcement actions and as directed by Region or Corporate.
- Assist the DSCR in the analysis of data during the 3-month lookback component of QCI
- Pull data from ERX and inspection reports and tabulate
- Number of inspections, missed vs total
- Number of Corrective Actions, overdue at close vs total reported
- PCIR performance
- Look for patterns, as necessary to complete QCI
- Repetitive failure BMPs
- Offsite discharge(s) of sediment
- Regulatory enforcement actions and reporting
- SWPPP data
- Rainfall logs
- Ownership logs
- Corrective action logs
- SWPPP comparison to site, and site comparison to SWPPP
- Pull data from ERX and inspection reports and tabulate
- Assist the DSCR in completion of QCI Review Worksheets
- Assist the DSCR in completion of QCI Summary Reports
