JOB TITLE: DIRECTOR FRAUD INVESTIGATIONS & SPECIAL PROJECTS

SALARY RANGE: $70,565 – $105,848

LOCATION: EXECUTIVE

Summary: Under general supervision, performs reviews, completes special projects and analyzes DHA operations to assure compliance with Federal and State regulations, and DHA policies and procedures.

  • Develops and creates review reports for certification of DHA compliance with all applicable Federal, State and DHA rules, regulations and ordinances.
  • Develops and creates a fraud risk profile and undertaking of regular review of the fraud risks associated with each of the department s key business processes and tenant activity.
  • Establishes an effective anti-fraud policy and fraud response plan.
  • Establishes appropriate mechanisms for reporting fraud risk issues, reporting significant incidents of fraud to key personnel, and coordinating assurances about the effectiveness of anti-fraud policies to support the Fraud Internal Controls.
  • Make sure that all staff are aware of the organizations anti-fraud policy and know what their responsibilities are in relation to combating fraud.
  • Ensure that appropriate anti-fraud training and development opportunities are available to appropriate staff.
  • Provide guidance for DHA designated Superuser staff members to develop procedures and interact with line staff for better understanding of systems.
  • Utilize the Aspire training program to develop training strategies for various groups of training and interact with the Employee Training Coordinator to ensure all staff are assigned and complete the training as necessary.
  • Supervises the Fraud Investigator, Data Analysts, System Superusers and other staff assigned to the department.
  • Takes appropriate action to recover assets and terminate tenants from the program and to ensure appropriate action is taken to minimize future risk of similar fraud occurring.
  • Assembles, reviews and analyzes reports and data, and generates reports as required.
  • Researches, audits and analyzes technical transactions and financial models to resolve questions and validate data; investigates fraud and discrepancy allegations.
  • Reviews, investigates, and identifies errors and inconsistencies in entries, transactions, documents, and reports; reconciles and resolves issues and differences.
  • Reviews source documents for compliance with rules and regulations, and proper handling of financial and technical transactions.
  • Coordinates special projects to resolve audit issues and report audit findings and recommendations.
  • Responds to requests for information; provides technical information to DHA staff as authorized; identifies and researches auditing issues, and recommends solutions.
  • Supports the relationship between DHA and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and DHA staff.
  • Enthusiastically promotes the President/CEO s priorities for the operations of DHA.
  • Performs other duties as assigned or required.

Knowledge and Skills:

  • Knowledge of DHA organization, operations, policies and procedures.
  • Knowledge of core Fraud Investigator Certification skills, fraud identification, preventing fraud, investigating fraud, and fraud interviewing techniques, etc.
  • Knowledge of work flow analysis and internal control procedures and standards.
  • Knowledge of Generally Accepted Auditing Principles related to public sector financial administration.
  • Knowledge of the principles of record keeping and records management. Knowledge of business and personal computers, and spreadsheet software applications.
  • Skill in the analysis and application of auditing principles and standards.
  • Skill in auditing and validating operational, financial and accounting information systems.
  • Skill in reviewing and performing mathematical calculations and statistical models.
  • Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with other DHA staff.
  • Skill in effective communication, both verbal and written.
  • Skill in interacting with people of different social, economic, and ethnic backgrounds.

Physical Demands:

Must be able to lift/carry up to 10 pounds

MINIMUM QUALIFICATIONS:

Bachelor s degree in Accounting, Business Administration or a related field; AND two (2) years of auditing, operations analysis or accounting work experience; OR an equivalent combination of education and experience; must obtain Fraud Investigator Certification within 12 months of employment or assignment to position.

Valid State of Texas Drivers License.
