BRIEF POSITION SUMMARY
Performs complex (journey-level) human resources management work for the Texas Military Department (TMD). Serves as the subject matter expert for TMDs Family Medical Leave Act (FMLA) and American Disability Act (ADA) ensuring compliance with state and federal laws and regulations. Work involves administering Family Medical Leave Act (FMLA), Sick Leave Pool (SLP) and Sick Leave Donations (SLD) programs for state employees. Work requires maintaining confidentiality while coordinating with management, employees, heath care providers, state and federal agencies. Reports to the Assist Human Resources Director, and works under general supervision, with moderate latitude for the use of initiative and independent judgment.
WORK HOURS: Monday – Friday, 8 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Monitors and determines the effectiveness of human resources and administrative management programs and recommends solutions to problems.
- Plans, designs, and conducts general meetings and human resources-related training among the Benefits and Leave Administration team.
- Serves as the back up to the agency's benefits coordinator for state employees, including eligible service members on State Active Duty (SAD).
- Conducts CAPPS email updates for State Employees.
- Presents and disseminates benefits information to employees during New Employee Orientation and Annual Enrollment.
- Assists with coordination of Military Leave for State Employees and advises on benefit options.
- May perform data entry into ERS Online and the Centralized Accounting and Personnel/Payroll System (CAPPS) and ensures data integrity by monitoring discrepancy reports and reconciling data between CAPPS and ERS Online.
- Coordinates with the Payroll Office to provide information and reports related to benefits premiums and payroll deductions.
- May serve as the liaison to the Employees Retirement System (ERS), J1 and Texas State Guard (TXSG) for SAD benefits issues.
- Implements and administers the agency's FMLA and Parental Leave programs for state employees.
- Advises employees and management on the use and tracking of FMLA protected leave; establishes and monitors FMLA events in CAPPS.
- Serves as the Americans with Disabilities Act (ADA) Coordinator; identifies and reviews employee requests for disability accommodations; coordinates with management and health care providers and makes recommendations for reasonable accommodations.
- Oversees and processes employee requests for SLP and SLD.
- Communicates approvals, denials, leave extensions, re-certifications, return to work plans and other relevant information regarding ADA Accommodations, WC, FMLA, SLP and SLD.
- Coordinates with the Time and Leave Specialist and Worker’s Comp Coordinator to monitor and track leave activity related to FMLA, WC, SLP and SLD and respond to employee inquiries related to short and long-term disability eligibility and/or applications.
- Develops, maintains and presents training and reference material to educate and inform employees and service members of benefits programs and eligibility.
- May respond to Medical Support Orders from the Office of the Attorney General (OAG).
- Assists in planning, developing, revising, and implementing human resources policies, procedures and forms.
- Provides advice and counsel to employees and management on issues, rules, and policies related to human resources management, including handling complex issues and answering complex questions; develops solutions to problems by following procedures or applying policy.
- Serves as back up to the Workers’ Compensation Claims Coordinator for state employees and service members on SAD orders.
- Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
- May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
- Performs related work as assigned.
MINIMIUM QUALIFICATIONS
EDUCATION:
- Graduation from an accredited four-year college or university is required. (see substitution).
PREFERRED EDUCATION:
- Graduation from an accredited four-year college or university with major coursework in Human Resources is preferred.
SUBSTITUTION:
- Additional years of experience working in human resources may substitute for the required education on a year-per-year basis.
EXPERIENCE:
- Two years of experience working in human resources is required.
- Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.
PREFERRED EXPERIENCE:
- Experience administering FMLA and processing workers’ compensation claims is preferred.
- Experience administering State of Texas benefits and using ERS Online is preferred.
- Experience using SharePoint, Centralized Accounting & Payroll/Personnel System (CAPPS), Uniform Statewide Payroll/Personnel System (USPS) and SORM's Risk Management Information System (RMIS) is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE:
- Valid driver's license is required. Satisfactory driving records are required for operating state or personal vehicles to conduct agency business.
- A current HR Certification to include PHR, SPHR, SHRM-CP or SHRM-SCP is preferred.
- Common Access Card (CAC) holder is preferred.
OTHER REQUIREMENTS:
- Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
- The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

PHYSICAL/WORKING CONDITIONS
Work is typically performed in a sedentary office setting involving sitting, standing, and walking to perform job duties. Work requires extensive use of a personal computer and telephone. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 25 pounds. Requires the ability to travel up to approximately 10% of the time.
