SUMMARY


Under the direction of the Executive Director, the Information Technology Program Manager is responsible for IT policies, procedures and processes and oversees the airport’s information technology infrastructure.


ESSENTIAL DUTIES AND RESPONSIBILITIES:


The list of duties and responsibilities is not all inclusive and may be expanded to include other duties and responsibilities as management may deem necessary from time to time.


  • Provides overall leadership and vision for the IT function, supporting internal users and managing IT systems and infrastructure, including but not limited to telephony, security cameras, and access control.
  • Manages the design, development, maintenance, and evaluation of all infrastructure systems, including LANs, WANs, Internet, intranet, security, wireless implementations, computing devices, and telephone/VoIP systems.
  • Develops and disseminates IT policies and procedures, incorporating best practices, ensuring compliance with Transportation Security Administration (TSA) requirements and conducting periodic review and updates.
  • Manages the relationship/contract with external IT provider to ensure the integration and stability of networks/systems, consistent user access, and the security of information. Evaluates provider recommendations and decides appropriate course of action.
  • Oversees information technology work performed by external vendors and contractors, ensuring the integration and stability of systems, consistent user access, security of information and systems, and compliance with airport policies.
  • Plans all information technology activities through consultation, research, evaluation, review, and assessment of current and future needs, making recommendations to the Executive Director.
  • Manages IT projects, including but not limited to hardware and software changes, upgrades, and implementation. Responsible for development of associated RFPs, vendor selection, and procurement.
  • Oversees IT asset management processes.
  • Continually assesses cyber security risk, recommends risk mitigation strategies, and manages selected strategies, including technical solutions and user training.
  • Serves as primary Airport Cyber Security Coordinator for the Transportation Security Administration (TSA).
  • Develops and maintains an understanding of the changing needs of internal IT system owners/users and prioritizes IT resource allocation in accordance with organizational strategy and objectives.
  • Develops and proposes the annual department operating budget, making recommendations for capital budget planning, including system improvements, equipment replacement schedules and life cycle costs. Manages department budget, monitoring expenditures to achieve efficiency and to operate within established budget.
  • Attends meetings, conferences and training sessions and reviews publications to become and remain current on the principles, practices and new developments in assigned work areas.

OTHER DUTIES:


  • Works collaboratively with other departments to accomplish shared goals and tasks.
  • Performs other directly related duties consistent with the role and function of the classification.

QUALIFICATIONS:

Education, Experience and/or Training


  • Bachelor’s degree, preferably in a technical field; and
  • Four years’ progressively responsible experience in information technology; or
  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
  • Experience as a server or network administrator required.
  • Experience with VPNs, network level firewalls, routers, and switches required.
  • Experience with Microsoft Windows, Server and Workstation products, Microsoft 365, and Sharepoint required.
  • Network + and/or Security + certifications preferred.

Required Knowledge, Skills and Abilities

  • Ability to communicate effectively with others, both orally and in writing and present conclusions and recommendations clearly and logically.
  • Demonstrated ability to work effectively in a team environment.
  • Ability to manage projects of all sizes from planning stage to conclusion.
  • Must be able to work some nights, weekends, and non-regular hours as necessary to address after-hours problems.

Required Special Qualifications

  • Ability to pass a post-employment offer physical examination and drug screen.
  • Ability to pass a background investigation to obtain unescorted Airport Identification/Access privileges.
  • Ability to operate a vehicle and possession of a valid driver’s license.
