IT Project Manager Job at Computer World Services

Computer World Services, Corporation (CWS) is seeking an exceptional candidate to serve as IT Project Manager for the “Mission Applications Operations and Maintenance” Task Oder supporting The Department of State, Bureau of Intelligence and Research (INR), BPA for IDEA. INR is responsible for providing independent analysis of events to DoS policymakers and the broader Intelligence Community (IC). INR ensures intelligence activities support foreign policy and national security purposes and serves as the focal point at DoS for ensuring policy review of sensitive counterintelligence and law enforcement activities around the world. INR directs the DoS program of intelligence analysis and research, liaises with the IC, and represents the DoS on committees and in interagency intelligence groups.
As the IT Project Manager, the candidate will be responsible for applying expertise to effectively manage, plan, develop, implement, operate, maintain, monitor, and enhance mission applications operations and maintenance program to provide robust, reliable, efficient, and secure system function and availability across all security levels. This objective includes the full scope of managing IT systems administration, application delivery, and content and configuration management.
Key Tasks and Responsibilities
- Responsible for providing management and tracking across the full task order effort, ensuring that resources are appropriately allocated and ensuring timely and complete fulfillment of deliverable requirements.
- Responsible for facilitating agile ceremonies and discussions among development and customer team members, as well as coaching the team on the Scrum processes and removing impediments for the team.
- Responsible for working with the product owner(s) to develop and maintain a product backlog.
- Responsible for overseeing and informing the development of the enterprise cloud computing system including cloud application designs, cloud approval plans, and cloud storage and management systems.
- Plan and coordinate essential system upgrades, security patches, and modifications, as well as any other planned systems maintenance.
- Ensure customers that operate services are promptly informed of systems changes and upgrades, and of system maintenance or interruptions.
- Coordinate with operators of other interconnected systems, intelligence community enterprise data standards governance bodies, other Department IT stakeholders, external government agencies, and other INR
- service consumers to identify requirements, impacts of planned and unplanned changes, and troubleshooting incidents.
- Responsible for coordinating solutions development for issues with systems integration, compatibility, and multiple platforms.
- Establishes and enforces processes to ensure a consistent, well managed, and well-integrated IT infrastructure.
- Responsible for the continuous maintenance of systems developed.
- Responsible for building strong relationships across the business and IT.
- Develop detailed assessments and recommendations for customer implementations.
- Communicate via multiple platforms and web meetings with customers, assisting and guiding them on the findings, potential opportunities, and solution paths.
- Lead development and delivery of project deliverables
Job Requirements:
Education & Experience
- BS degree required from an accredited university.
- At least 8 years of experience working in project management or related field
- At least 2 years of experience implementing agile software development projects.
- At least 1 year of experience working with the intelligence community.
Certifications
- Must Possess a Project Management certification (e.g., PMP) and Agile management certification (e.g., Disciplined Agile Certified Practitioner (ACP), Disciplined Agile Senior Scrum Master (DASSM), or Advanced Certified ScrumMaster (ACSM))
Security Clearance
- An active Top Secret clearance is required. Candidate must also be able obtain SCI eligibility.

- Hybrid (Primary work in site Washington DC with some remote workdays as coordinated with customer)
