The Virginia Department of Health is seeking a highly motivated employee with solid experience in Emergency Preparedness and Response to join the administrative management team with the New River Health District (NRHD) which encompasses five jurisdictions: Floyd, Giles, Montgomery, Pulaski, and Radford/ The candidate selected will develop, maintain, and exercise an assortment of plans to include the NRHDs All-hazards Emergency Response Plan with particular emphasis on medical countermeasure dispensing, response to communicable disease outbreaks and coordinating incident management for the Health Districts and also updates, maintains, trains, and exercises the Continuity of Operations Plan and Communications Plan.
Provides support, in a staff capacity, by focusing on intermediate term program issues with agency wide application. Characteristic duties include: program development, planning, monitoring, analysis, grants management, recommending policies and procedures, program research, and evaluating changes in rules, regulations and legislative proposals for impact on service delivery. Thorough knowledge of program management, analytical principles and service integration is necessary. Responsibilities are carried out independently based on an outline or work plan developed by or approved by the supervisor.
The position is also required to maintain and test redundant communication devices, and systems. The position is required to coordinate Emergency Support Function 8: Public Health and Medical planning and response (as necessary), represents the Health District at a variety of local, regional, and state emergency preparedness meetings, and supports the Health Districts Incident Management Team. The position reports to the Health Director, and may supervise Medical Reserve Corp (MRC) staff, and volunteers. This position is required to work directly with local emergency managers, healthcare partners, and other agency representatives. This position is responsible for the management and coordination of the NRHD Safety Committee.
As a mission critical member of the NRHD, this position is required to be available 24 hours a day, seven days a week to include holidays. This position serves as a primary call out for disaster and emergency response.

This is a grant funded restricted position. The availability of funding is scheduled for review annually. Continued employment is contingent on the continued availability of grant or non-general funds.
Minimum Qualifications
- Considerable knowledge of & experience in planning and policy development and implementation, program evaluation and coalition building
- Experience in health communications essential
- Skilled in data manipulation & analyses.
- A comprehensive knowledge of & experience working within the community environment with emergency preparedness & response resources & methods, including bioterrorism, preferred
- Good oral & written communication skills are required
Preferred Qualifications:
- Advanced degree in public health or equivalent combination of training & experience preferred
- Prefer prior public health experience and working within a public health setting.
- Completion of FEMA, ICS, NIMS, and HSEEP training desired. Knowledge of CDC/State preparedness criteria or vulnerable populations in emergency settings.
