Job Summary
Review and evaluate the administrative review of applications and documents associated with individual and sludge permit applications and registrations, general permit notices, and permit by rule authorization applications for the Water Quality Division (WQD); Provide technical assistance to external and internal customers about program requirements and application submittals.
Essential Duties and Responsibilities
- Evaluate individual and sludge permit applications and registrations, general permit notices, and permit by rule authorization applications.
- Provide rule and policy interpretation.
- Draft Notice of Deficiency (NOD) and track and evaluate applicant responses.
- Prepare Notices of Receipt of Intent (NORI) and generate registrations or certificates of issuance for general permits.
- Prepare draft permit packages.
- Maintain and update application and permit data.
- Maintain effective communication with management, agency staff, the regulated community, the general public, and with government and elected officials related to permitting actions and processes.
- Conduct peer-review and participate in trainings.
- Complete other duties as assigned.
Required Qualifications
- Bachelor’s degree and one year of experience in data analysis, environmental quality management, public utilities, business administration, or related field; or equivalent combination of education and relevant experience may be substituted as appropriate.
Preferred Qualifications
- Excellent communication skills.
- Solid working knowledge of Microsoft Teams, Word and Excel; and PC’s.
- Solid working knowledge of database entry.
- Ability to learn TCEQ databases.
- Skill in organization, attention to detail, and the ability to work independently once trained.
- Ability to mentor newer staff as needed throughout the training process.
- Ability to integrate complex concepts, procedures, and processes.
- Ability to communicate verbally with clients, customers, and coworkers.
- Ability to draft routine correspondence, reports, documents, policy, procedures, and case narratives.
