Summary

This position will be supporting the Operations Diversity Compliance Business Unit. The Operations Program Support Assistant Level 3 partners with management and staff and provides information, analyses, and recommendations that support sound managerial decision-making. This position requires excellent analytical skills to evaluate, integrate data, and support conclusions and recommendations using potentially complex and dynamic information from multiple sources. Evaluates challenging issues with the potential for the project or organizational impact, analyzing various alternatives to provide data-driven conclusions and recommendations.

Responsibilities will vary by assignment.


Typical duties may include, but not be limited to, the following:


Assist in ensuring utilization of DBE, MWBE, and SDVOB vendors in contracts to increase diversity and comply with MTA policies and guidelines.


Work with the Diversity Compliance team to ensure that background checks are logged promptly and accurately for easy tracking and reporting.


Assist in developing, preparing, and updating analytical reports, spreadsheets, and databases.


Assist with processing prime and subcontractor background checks for new awards to ensure no adverse or significant adverse information (AI/SAI) exist for the vendor before starting work on any MTA project.


Assist the Diversity Compliance team with evaluating and processing pre-award goal and utilization plan documents for responsiveness and compliance for the 30% MWBE, 22% DBE, and 6% SDVOB goal requirements in accordance with the MTA CD Contract documents.


Assist with Coordinating the Policy and Procedures process for Diversity Compliance, including updating or creating new Internal Controls as required. Ensure Diversity Compliance policies and procedures are current and reflective of State and Federal regulatory requirements.


Assist management team when working with vendor/contractors on high-level matters regarding Diversity Compliance, including procurement procedures related to supplier diversity reporting, monitoring, and MWDBE/SDVOB goal waiver resolution where required.


Participate as necessary to support MTA in Industry Forums and Outreach to foster a culture of inclusion and to ensure the continued success of M/WBE/SDVOB and Small Businesses in MTAC&D Contracts and Procurements.

Coordinate with management and staff throughout the department and other C&D units as needed.

May serve as lead analyst for a program/project(s), initiative, or aspect of departmental operations.

May assist in developing strategic planning documents, analyses, or internal and external presentations.


Education and Experience


Bachelor's degree in Business Administration, Public Administration, Economics, Finance, Accounting, Computer Science, Engineering, Architecture, Mathematics, or a related field.


Must have a minimum of five (5) years of related experience.


A Master's degree preferred


An equivalent combination of education and experience may be considered.


Competences:


Excellent analytical, problem-solving, and presentation skills.

Aptitude for quantitative analysis with the ability to effectively synthesize and communicate complex management issues.

Experience in analytical roles, including developing and maintaining complex reports, analyses, databases, and/or systems preferred.

Demonstrated knowledge of MTA policies, procedures, and processes related to departmental operations and/or capital project/program budget and administration preferred.

Self-motivated, detail-oriented, and a team player.

Highly organized with meticulous attention to detail and a focus on data integrity.

Excellent written and oral communication skills with the ability to communicate complex quantitative and analytical concepts.

Ability to work effectively with all levels of management and team members.

Ability to anticipate and support timely resolution of potential issues.

Flexibility to adapt to changing priorities in a fast-paced environment.

Ability to handle sensitive and confidential information with sound judgment and discretion.

Excellent knowledge of Microsoft Office Suite (including Excel, Access, and PowerPoint).

Experience with software applications related to capital project management (such as Asite, PSR, and Visio) preferred.

Other Information

As an MTA Construction & Development employee, you may be required to complete the New York State financial disclosure statement – annually if your position earns $108,683 (this figure is subject to change) per year if the position is designated as a policymaker.
