Position Summary:
Responsible for administering and managing the City of Garland’s EPA approved Pretreatment Program to ensure compliance with Federal, State, and Local regulations and protect the City of Garland’s sanitary sewer collection system and wastewater treatment plants. Also, to administer and manage the Industrial Pretreatment Pollution Prevention Program and Industrial Surcharge Program.
Essential Job Functions:
  • Manage and oversee the City of Garland Industrial Pretreatment Program. Manages the development and training of the Pretreatment Environmental Technicians crew.
  • Manage processes and employees responsible for monitoring and regulating permitted and non-permitted industrial users in service area.
  • Oversee the performance of all tasks related to Certificate of Occupancy inspections at new industrial and commercial facilities. Oversee the preparation of reports and responses to federal and state agencies.
  • Examine and approve all plans for new construction of industrial and commercial facilities with the potential for discharge.
  • Read, analyze, interpret, and apply Federal, State, and Local regulations for Permit Determination purposes.
  • Manage the performance of Industrial Waste Surveys on existing industrial and commercial facilities to maintain inventory control as required by the EPA and TCEQ, as well as industrial user inspections to ensure compliance with pretreatment regulations. Administer, review, and propose changes to the Industrial Wastes section of City of Garland Code of Ordinances to ensure compliance with pretreatment regulations.
  • Examine and approve all plans for new construction of industrial & commercial facilities with potential for industrial wastewater discharge.
  • Oversee the research and review of pretreatment sections of contracts between the City of Garland and customer cities to ensure compliance with all pertinent policies and procedures.
  • Schedule and collaborate with internal and external laboratories for sampling and analysis of industrial user compliance.
  • Oversee the issuance of all enforcement actions for implementation by the City of Garland to include issuing notices of violation, show cause meetings, compliance orders, consent orders, citations, permit suspensions, termination of discharge, and criminal investigations.
  • Manage employees responsible for the development and implementation of the pretreatment pollution prevention program. Coordinate and manage the response and investigation of illegal discharging of toxic pollutants or non-permitted discharges into the sanitary sewer.
  • Oversee budget preparation for the division. Review and approves expenditures of significant budgeted fund for the division. Approved the purchase of equipment and supplies for the division.
Minimum Education & Work Experience : Bachelor’s degree in Environmental Sciences or related field of study 5 years related experience 3 years experience in lead role Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Preferred Knowledge - Abilities & Skills:
Education/ Experience:
  • Bachelor’s degree in Environmental Sciences or related field of study
  • Advanced study in Pretreatment including Industrial Pretreatment Inspection
  • 5 to 7 years experience in Industrial Pretreatment Inspection, Industrial Wastewater monitoring and sampling, Certificate of Occupancy inspections and/or Industrial plumbing schematic review
  • 5 years experience in lead role

Knowledge, Skills & Abilities:

  • Skill in Microsoft Office (Excel, Word, Outlook)
  • Skill in utilizing LINKO pretreatment software applications. Laboratory Management & Information System (LIMS)
  • Comprehensive knowledge of industrial and laboratory hygiene and standard safety practices
  • Extensive knowledge of Federal, State and local regulations for industrial site inspection and compliance
  • Extensive knowledge of industrial wastewater sampling procedures and practices
  • Skill in reading pH Meters
  • Ability to handle basic laboratory equipment
  • Ability to develop and write accurate and detailed reports
