Position Summary

The Bridge Housing Program Manager is responsible for overseeing the Bridge Housing Program, a 30-bed homeless shelter for unaccompanied adults. The Bridge Housing Program Manager leads a team of direct service staff, ensuring that services and operations are safe, equitable, housing-focused, and in line with agency values. This position will serve as a member of the Operations Leadership team.

Job Duties:

Program Management and Oversight:

  • Manage the performance of the Bridge Housing Program (BHP), ensuring progress towards required program outcomes and all contract obligations are met.
  • Ensure that all BHP participants have a viable housing plan and that the shelter’s daily activities support housing resolution.
  • Ensure the shelter is safe, clean, and meets agency standards.
  • Create strategies to achieve performance outcomes and monitor progress.
  • Maintain current policies and procedures, forms, and other relevant program materials for clear and consistent program delivery.
  • Respond to program crises, grievances, and critical incidents, ensuring all agency protocols are followed, and appropriate documentation is completed.
  • Manage the program budget, follow all agency and contract requirements for spending, and provide all required documentation.
  • Prepare weekly and monthly reporting as required by contracts or senior leadership.
  • Participate in all program and contract meetings as requested.
  • Ensure that all BHP data is entered into required databases (Such as HMIS & CalOptima Connect) while adhering to established data quality standards.

Provide direct supervision to the BHP team:

  • Manage direct report employee activity, including policy compliance, recruiting, hiring, training, and performance management.
  • Directly supervise the Shelter Operations Supervisor to ensure that all BHP Guest Advocates are hired, trained, supported, and working as a cohesive part of the BHP team.
  • Model and promote a staff culture that is housing-focused, low-barrier, client-centered, collaborative, and welcoming while ensuring that client interactions occur in a supportive, non-judgmental way that aligns with Housing First and Harm Reduction practices.
  • Create and maintain positive, cooperative relationships with staff, partnering agencies, and community volunteers who provide services and support to the program.

Minimum Qualifications The following are the minimum job-related qualifications which an individual needs in order to successfully perform the essential duties and responsibilities of the job.

  • Supervising experience, including delegating responsibility, training, and evaluating performance
  • Experience working with individuals with severe and persistent mental illness, substance use disorders, or disabling conditions.
  • Must have a valid driver’s license and vehicle with valid registration and insurance.
  • Desire to be a part of a team passionately committed to ending homelessness.

  • Understanding of and commitment to Client-Centered, Housing First, and Harm Reduction models of service delivery.
  • Supervising skills, including delegating responsibility, training, and evaluating performance.
  • Demonstrated effectiveness as a leader capable of influencing and motivating others to succeed toward a common goal.
  • Knowledge and experience with coordination of health and social services, especially Medi-Cal or CalAIM related resources.
  • Well organized, detail-oriented, and able to handle a fast-paced work environment.

Environmental & Physical Requirements

Shelter / Non-Sedentary Requirements

The employee must be able to perform the essential functions of the job. Work will be performed in shared spaces within the shelter environment and may involve interaction with shelter guests. Typically requires the ability to spend 66%+ hours each workday doing the following activities: stand for extended periods of time, walk, bend, stoop, or climb. May require the ability to lift and/or push up to 25 pounds 33% - 66% of the time.
