SALARY RANGE: CL26/01 ($58,808) - CL26/61 ($95,571); CL27/01 ($64,593) - CL27/61 ($105,032); CL28/01 ($77,430) - CL28/61 ($125,876)
Starting salary is commensurate with qualifications and experience.

Job Summary:
The United States Bankruptcy Court for the Eastern District of New York is accepting applications
for the position of Programmer Analyst. The position is based in Brooklyn, New York, with periodic
travel to the Long Island Federal Courthouse in Central Islip, New York. The incumbent reports
to the Systems Manager and is assigned to the IT Department. The incumbent provides database
programming and web application development/support to the court, and is responsible for assisting
in modification of existing systems and databases. The Programmer Analyst is responsible
for the design, development, and support of application software and takes a lead role involving software
development with multiple programming languages, such as Linux Operating System, shell
scripts, Perl, Python, HTML, and Java languages.
Representative Duties:
To qualify for the CL-26, the candidate must possess a minimum of one year of specialized experience* equivalent to work at CL-25 which demonstrates proficiency in each of the following:
- Use programming languages to create, modify, and maintain software solutions.
- Take direction while developing new functions within an assigned application system or to
- Design modifications to internal program structures in files and record and determine detailed sequence of steps and program logic.
- Prepare test data and assist with program testing.
- Use advanced testing techniques to diagnose and correct errors in logic and coding.
- Perform other related duties, as assigned.
To qualify for the CL-27, the candidate must possess a minimum of two years of specialized experience in or closely related to the position's work that has provided the experience in managing or maintaining critical systems or applications. The ability to manage services to meet level experience for application reliability:
- Participate in all phases of application development lifecycle including identifying business requirements,
reports, testing deliverables, and training.
- Prepares and maintains system development and operational documentation to include software design documents, application specifications and software module descriptions.
- Apply knowledge of Windows OS, Linux OS, APIs such as JDBC, RPCs, and client/server architecture.
- Ability to work on multiple projects and deliver work according to priorities assigned by the manager
- Regularly interact with customers to as certain current system effectiveness, maintenance issues
- Provide end user support for applications supported, solutions to complex problems, and technical
- Perform other related duties, as assigned.
- Write code to specifications. Document work. Develop custom reports. Prepare flow charts. Perform routine testing.
- Analyze and make recommendations as to IT software and hardware needs for the Court.
- Confer with technical staff and end users to design software applications, evaluate acceptance, and

- Install or assist in the installation of new or revised releases of national systems. Support and develop programs/tools associated with locally developed and COTS software.

Required Education:
Completion of a Bachelor's degree in Computer Science, Mathematics, or other field closely related to the subject matter of the position.
General Experience:
Progressively responsible experience that provides evidence that the applicant has (1) a good under standing of the methods and administrative machinery for accomplishing the work of an organization;
(2) the ability to analyze problems and assess the practical implications of alternate solutions;
(3) the ability to communicate with others, orally and in writing; and (4) the capacity to employ
the knowledge, skills and abilities in the resolution of problems.
Court Preferred Skills:
The candidate should be a self-starter, motivated, organized and detailed-oriented. Excellent written and verbal communication skills with the ability to translate highly technical terms into easily understood terms for non-technical people is essential. The ability to work independently and with a team is also essential.
Excepted Appointment:
The United States Bankruptcy Court is part of the Judicial Branch of the U.S. Government. All
applicants must be U.S. citizens or permanently eligible to work in the United States. The Federal Financial Management Reform Act requires direct deposit of federal wages. All court employees are required to adhere to a Code of Conduct. Judiciary employees serve under excepted appointments (not civil service) and are at will employees.
Conditions of Employment:
As a condition of employment, the selected candidate must successfully complete an Office of Personnel Management background investigation including an FBI National Criminal History Fingerprint check. Employment will be considered provisional, pending a favorable suitability determination based on the results of the background investigation.
