The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- May function as a project lead or supervise Associate Research and Evaluation Specialists;
Conducts and may lead applied research and evaluation studies, assessments, cost-benefit analysis, and studies and activities with similar methodologies in relation to agency and departmental programs, policies, services, and community needs;
Collaborates with others on research and evaluation studies and other analyses on a variety of agency programs, policies, and services using quantitative and qualitative methods;
Performs basic and advanced statistical analyses and qualitative data analyses;
Prepares reports and required documentation for grants including annual and biannual reports; submits reports to funders;
Prepares reports, briefs, papers, publications, presentations, and other materials outlining research and evaluation activities, including background summaries of relevant literature, methodologies, results, and recommendations that can be used by various audiences;
Acts as a departmental resource on questions related to relevant research projects;
Monitors relevant policies and legislation from the National, Federal, State, and local jurisdictions to report on their impact on programs/services and clients;
Designs and conducts interviews, focus groups, surveys, researches and evaluates existing data sets, and performs statistical analysis;
Analyzes, interprets, and summarizes research and evaluation findings, relevant legislation impacting programs and services, and policy implications;
Conducts structured literature reviews and policy analysis using academic databases and mainstream search engines on topics relevant to the research and evaluation studies;
May be assigned as a Disaster Service Worker (DSW), as required*;
Performs other related duties, as required.
Sufficient education, training, and experience to demonstrate the ability to perform the above tasks, plus the possession and direct application of the following knowledge and abilities:
Training and Experience Note: The required knowledge and abilities are attained through possession of a Master's Degree or higher in Business Administration, Biostatistics, Criminal Justice, Epidemiology, Health Services, Public Administration, Public Health, Public Policy, Social Work, Social Sciences, Statistics, or a related field.

Two (2) years of full-time experience conducting research, evaluation, or related activities in an academic or professional setting. Experience must include participating in one (1) academic or professional research project that contributed to the dissemination of findings through publication or one (1) professional presentation.
A Doctoral Degree in Business Administration, Biostatistics, Criminal Justice, Epidemiology, Health Services, Public Administration, Public Health, Public Policy, Social Work, Social Sciences, Statistics, or a related field may substitute for one (1) year of the required experience.
Special Requirements
- Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver’s license prior to appointment and the ability to qualify for and maintain a County driver authorization.
As a condition of employment, pursuant to California Government Code Sections 3100-3109 and Local Ordinance, all County of Santa Clara employees are designated Disaster Service Workers (DSWs), including extra help. A DSW is required to complete all assigned DSW-related training, and in the event of an emergency, return to work as ordered.

- Current trends in relevant research in the field and evaluation of programs, and services, and direct client service delivery;
Best evidence-based practices and web-based resources, including knowledge of the academic literature and policies relevant to field of study;
Quantitative and qualitative research and/or evaluation methods, design, interviewing protocols, instrument design, sampling, data collection, etc.;
Practices and techniques of administrative and statistical analysis and report preparation;
Database conventions and performance measures;
English usage, style, grammar, punctuation, and spelling;
Common computer applications, including word processing and spreadsheets;
Standard and statistical software applications.
Ability to:
- Use research findings to recommend best practices for agency programs and services and to inform policy recommendations;
Research, compile, monitor, and analyze data and interpret results;
Prepare, and present data related to research and evaluation findings to a broad audience of stakeholders;
Use qualitative and quantitative research methods in a public and direct service settings;
Assist in writing and preparing grant applications;
Communicate effectively, both orally and in writing, with people of diverse backgrounds and cultures;
Initiate, plan, and complete work assignments with a minimum amount of supervision;
Establish and maintain effective working relationships with those contact in the course of work, at all levels, including colleagues, the public, and representatives of other agencies.
