Education and Experience: A High School diploma, GED or higher and five (5) years experience involving financial or tax record-keeping, including two (2) years tax or revenue collections experience.
Licenses and Certificates: Some positions may require a Texas Class “C” Driver’s License or equivalent for another state.
Under general supervision, supervise activities such as cashiering, customer relations and accounting support associated with processing municipal court, property tax or water utilities revenue either at multiple locations or through subordinate supervisors.
Plan, organize, direct and control unit operations. Involves: Establish work priorities, distribute work, monitor work progress, and review and evaluate service delivery methods and systems, including administrative and control systems. Oversee operation and maintenance of high volume remittance or cash handling equipment as necessary. Participate in installation, upgrading and testing of computer hardware and software in conjunction with information technology staff and vendors. Collaborate with functionally responsible counterparts such as those at banks or other governmental entities to open and close accounts, and electronically receive, transmit and deposit funds. Oversee correct posting of payments, adjust or cancel transactions made in error, and reconcile daily shortages or overages in the unit. Assist in coordinating the collection process for delinquent accounts as necessary. Ensure accuracy of files maintained and preparation of periodic internal or external reports, including summaries of revenue collected or disbursed. Oversee services provided by armored car contractor, if assigned.
Oversee or represent the department in responding to unusual or complex inquiries or complaints regarding collection and distribution of funds. Involves: Advise subordinate staff of changes in applicable laws and regulations to ensure statutory, administrative, accounting and audit requirements are satisfied. Research and furnish accurate information concerning payments, refunds, debits, credits and allied issues to public officials, other departments, taxing entities, financial institutions or the public in order to resolve issues raised, and assist employees in doing so, which includes dealing with individuals who may be irate, in person, through correspondence or on the telephone.
Supervise assigned staff. Involves: Assign, schedule, guide and monitor work. Appraise employee performance and review subordinate supervisors’ appraisals, if required. Provide for training and development. Counsel, motivate and maintain harmony. Identify and resolve staff differences, conflicts and deficiencies. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Approve leave requests and document absences.
Perform related duties as required. Involves: Perform duties of immediate supervisor, coworkers or subordinates as necessary to ensure continuity of operations during absences. Advise supervisor in a timely manner of situations or issues that have or could lead to deviation from expected results and recommend appropriate solutions or options.
