Uses diverse scientific and natural resource management knowledge to apply spatial analysis, application development, mapping and modeling of wildlife species and habitats in support of DWR’s resource management vision.
Participates in all mapping and geographic information systems (GIS) integration, training, and support for the Department.
Supports and maintains GIS data; develops system documentation, guidance, and procedures for cartographic programs and GIS. Presents reports and technical information to management and other Department staff.
Works with staff to develop, conduct, and incorporate GIS and related technologies into Department functions and various individual projects as well as participating and coordinating GIS resources towards successful department enterprise applications.
Assist interagency data sharing and cooperative GIS efforts.

Minimum Qualifications
Working knowledge of natural resource management as it applies to fisheries & wildlife ecology principles and methods.
Demonstrated ability to effectively plan and manage projects and programs and to make presentations and conduct training to a diverse audience.
Requires skill in the use of Microsoft professional suite of programs, ESRI software, and Geographic Information Systems concepts and methods at the advanced level.
Demonstrated knowledge of project management
SQL (SDE) database design and development; application development; Enterprise geographic information systems (GIS); GIS modeling.
Python scripting for automation; image processing; and layout and design of publication maps.
This includes the deployment of automation tools, leveraging modeling and field data collection services and advanced data services, hosting and deploying solutions to the scale of the solution required.
Working knowledge and experience in administrating an Enterprise GIS system. This includes Administration of ArcGIS Server, Python and automation scripting, ArcGIS License Manager, SQL Server and SDE, ArcGIS Online, ArcGIS Collector and Survey 123.
Working knowledge of programming via ESRI JavaScript API, as well as, ArcGIS Runtime SDK for .NET (C# and VB).
Working knowledge and experience in the use of Visual Studio, SQL Server Management Studio, SQL Server TSQL, Team Foundation (TFS/Azure DevOps) and various server administration tools.
Working knowledge and practical application of Agile IT project management methodology especially the “Scrum” ceremonies and processes.
Knowledge of administration of Windows Servers and SQL Server in support of the implementation of GIS software, tools and services.
Working knowledge of Adobe Photoshop or equivalent graphics design tool.
Advanced interpersonal and communication skills, both verbal and written.
Ability to work in a diverse and inclusive work environment.
High School diploma, GED, or equivalent

Preferred Qualifications
BS degree with professional experience resulting in attainment of the required knowledge, skills and abilities desirable.
A Master’s degree in a closely related field with experience in GIS program management and administration desirable.

Special Requirements
Employee is recommended to obtain and maintain GISP certification throughout his/her employment with the Agency.
