General Description
The afterhours social worker is responsible for performing Child Protective Services (CPS) and Youth Justice job duties. This includes receiving referrals and responding to concerns for child abuse and or neglect, assessing for safety when concerns arise, as well as providing information and referrals to services to families in need. The afterhours social worker also performs Juvenile Court Intake duties. This includes, but is not limited to crisis intervention, assessing for safety, finding least restrictive placement alternatives and placements in shelter care or secure detention. For both CPS and Youth Justice cases, staff with the assistance of their supervisor, will need to gather accurate information to assess these concerns and determine the appropriate agency response.

Work Schedule
There are currently 4 shifts this position may be required to work. The shift schedules are as follows:
  • Sunday, Monday and Tuesday from 4:00pm-4:00am and every other Saturday from 8:00am-4:00pm.
  • Sunday, Monday and Tuesday from 8:00pm-8:00am and every other Saturday from 8:00am-4:00pm.
  • Wednesday, Thursday and Friday from 4:00pm-4:00am and every other Sunday from 8:00am-4:00pm.
  • Wednesday, Thursday and Friday from 8:00pm-8:00am and every other Sunday from 8:00am-4:00pm.
  • There may be opportunities for overtime hours (optional).
  • This position will be part of a larger team of staff that will rotate for holiday coverage (mandatory).
  • Holiday and overtime coverage is compensated outside of the normal salary.

Up to 50% remote work is available for a portion of the weekday shifts if all agency requirements for remote work are met. All bi-weekly Saturday and Sunday shifts will be worked remotely. When working remotely, there is always the potential of having to respond to a crisis in person if one occurs during the shift.

Example of Duties

  • Makes initial contact with and receives referrals of clients with a variety of problems which require social work assessment and/or intervention.
  • Conducts assessments of client needs through interviews, collateral contacts and other investigations, develops a casework plan with clients, and performs agreed-upon and necessary casework services.
  • Maintains a caseload involving clients with personal, family, or socio-economic problems and attends to the related protection and safety needs.
  • Counsels and provides intervention and case management services, coordinating the various social, community, and other services received by the clients.
  • Informs clients of available programs and services to meet their individual needs, and encourages participation in the most appropriate activities; or ensures participation in court-mandated services.
  • Initiates and maintains contacts with the courts, schools, mental health, and community agencies to assist individuals and families in need of a variety of human services.
  • Attends and participates in staff development programs, including in-service training, staff meetings, and professional seminars.
  • Provides consultation to other social work personnel and para-professionals.
  • Serves as a representative of the department to interested individuals, professionals, and community groups.
  • Acts as a department liaison, providing casework direction and supervision to providers of contracted services.
  • Prepares social histories and family assessments, reviews results and recommendations with supervisor and makes recommendations concerning case dispositions, and testifies at court and administrative hearings as required.
  • Establishes and maintains effective working relationships with clients, families, caregivers, service providers, volunteers, community agencies, and the public.
  • Prepares and presents oral and written reports.
  • Maintains detailed case records, and develops and prepares statistical reports as required.
  • Performs emergency government duties as assigned in event of Waukesha County Emergency Government declaration.

QUALIFICATIONS
Essential Knowledge and Abilities
  • Considerable knowledge of social work principles and methods.
  • Considerable knowledge of financial, health, mental health, and community resources.
  • Considerable knowledge of the federal, state, and local rules, regulations, and statutes governing the delivery of human services.
  • Considerable knowledge of social problems such as family disorganization, domestic violence, abuse and neglect, discrimination, disability, poverty, unemployment, aging; and their effect on the individual and their families.
  • Considerable knowledge of human behavior, dynamics of groups and families, interpersonal relations, and social interaction.
  • Working knowledge of social welfare programs, and the role of public human services agencies in providing services.
  • Working knowledge of evidence-based practices and ability to integrate into case planning and practice.
  • Working knowledge of confidentiality statutes and requirements, including the Health Insurance Portability and Accountability Act (HIPAA) of 1996.
  • Working knowledge of computerized department program software, including electronic health record, Internet access, and database, spreadsheet, and word processing programs.
  • Ability to provide social treatment to clients with problems.
  • Ability to interpret human services programs and explain programs and services available to clients, families, and stakeholders.
  • Ability to respond appropriately in a crisis situation and provide skilled intervention to clients with severe problems.

Minimum Qualifications

You must meet these minimum Training and Experience requirements:

  • a. A bachelor's degree from a recognized college or university in sociology, social work, psychology, or a closely related field.
    OR
    b. A bachelor's degree from a recognized college or university with at least four courses in sociology, social work, or psychology, plus one year of professional social work experience.
  • Social work certification from the State of Wisconsin within six months of employment.

Health Insurance
High Deductible Health Plan with Health Savings Account (HSA). Coverage begins on the first day of the month following sixty (60) days of employment (not to exceed ninety (90) days). However, newly hired or eligible FLSA-exempt employees may have the waiting period for health coverage waived providing that no double coverage exists. Requests will be reviewed, and approved or denied, on a case-by-case basis. Dependent upon participation in a health risk assessment, employees may be eligible for an employer contribution to their Health Savings Account.

Waukesha Employee Health & Wellness Center
Employees of Waukesha County and their dependents (ages 2+) who are enrolled in health insurance have access to an onsite medical clinic operated by Everside Health. The clinic is located at 615 W. Moreland Blvd in Waukesha. Patient confidentiality is of the utmost importance as all staff are employees of Everside Health. Providers of the clinic include a Board-Certified Physician, three Physician Assistants, one Physical Therapist, and one Health Coach.

The clinic is open Monday - Friday and has early morning to evening appointment times. Patients should be able to schedule same day or next day appointments for service. Services available include: health coaching, preventative/wellness care, non-preventative (illness/injury visits), immunizations, lab work, disease management, physical therapy, medication dispensing, and work-related injuries.

Premium Option Plan
Employees are automatically enrolled in this pre-tax option. This plan allows you to pay your share of the health, dental, and vision insurance premiums on a pre-tax basis. This means you pay less state, federal, and FICA taxes, thus saving you money. You can elect to pay on a post- tax basis if you prefer.

Vacation
Waukesha County’s vacation plan allows you time off with pay during your first calendar year of employment. You may earn and use eight (8) hours of vacation for each month worked up to a maximum of eighty (80) hours. You will receive eighty (80) hours of vacation for use in your second calendar year and one hundred twenty (120) hours for use in your third calendar year.

Sick Leave
The Sick Leave Plan is designed to provide you with salary continuation in the event of personal injury or illness. Regular full-time employees are credited with ninety-six (96) hours of sick leave immediately upon employment. Thereafter, sick leave is earned at the rate of eight (8) hours for each month of work up to a maximum of nine hundred sixty (960) hours.

Long-Term Disability
Waukesha County pays the full premium on employee’s behalf for this benefit. The long-term disability insurance plan provides for a monthly income in the event of a disabling injury or illness which renders you incapable of performing your job. Coverage will begin the first of the month after hire date.

Life Insurance
Waukesha County pays the full premium cost on your behalf. You will be insured for an amount equal to two (2) times your prior year gross wages rounded to the next higher thousand dollars. In addition, you are insured for Accidental Death and Dismemberment benefits. Coverage will begin the first of the month following six (6) months of employment.
