The Washington County Service Authority (WCSA) is seeking a highly motivated Staff Engineer to serve in the Engineering Department. The Staff Engineer will support the Engineering Manager to manage inside and outside WCSA engineering services, professional services procurement and developer initiated water and sewer line extension projects. The person in this position must be able to assist the public, officials, WCSA employees and stakeholders with accuracy, good judgement, professional poise and a teamwork attitude. Experience in environmental permitting, project management, project inspection, reading and interpreting plans. Ideal candidate should be well versed in water and wastewater modeling. Experience in utilization of Auto Cadd. As a Staff Engineer you will be assisting with planning, design development, cost estimates and overall project development to take a water or sewer project from conception to completion. Position will work seamlessly with all departments.

A Bachelor's Degree in Engineering related field or prior related experience.

Staff Engineer Job Description

All activities of the Staff Engineer will be as directed by the WCSA Manager of Engineering. The Staff Engineer will exercise independent judgment in developing engineering solutions to technical problems. The Staff Engineer will act as a liason to all departments within the Authority and various regulatory agencies that oversees its activities. Primary focus will be on technical issues related to water and wastewater utilities, offering the Staff Engineer the opportunity to exercise independent judgment in developing solutions to problems. This position is responsible for assisting, supporting and providing support for multiple engineering design projects undertaken by the Authority and its private consultants in a team-based environment and offering technical assistance and advice based on sound engineering judgment to other personnel within WCSA as well as its clientele. Good written and oral communication skills are a necessity for successfully executing the duties of this position. The Staff Engineer shall be capable of adapting technical explanations and advice to the level of expertise of the listener.

Duties and Responsibilities:

  • To perform an analysis of capital improvement needs.
  • To proactively support continuous improvement programs.
  • To support the design and construction of capital improvement projects.
  • Assist with acquiring funding for construction projects from various agencies, both state and federal.
  • To support and manage environmental compliance requirements and activities.
  • To provide input to strategic planning processes.
  • Assist with the procurement of professional services.
  • To support private consulting engineers contracted by WCSA.
  • To assist, support and provide engineering design reviews for projects designed by or submitted to WCSA for conformance to: WCSA specifications, acceptable engineering methodologies & practices, and other applicable agency regulations.
  • To prepare plans, specifications, design development cost estimates and overall project development to take water and sewer projects to conception to completion.
  • To provide technical support for WCSA during the conceptual, preliminary, final design, construction and O & M phases of capital projects.
  • To seek and coordinate staff input into improvement projects, addressing public health concerns, preparing regular status reports for assigned projects.
  • To assist in regulatory duties for varied engineering projects in the areas of construction management, engineering support and quality assurance.
  • To efficiently develop cost-effective and highly reliable solutions to problems technical in nature; this may also involve operational, procedural, or policy considerations.
  • To address present water quality issues and anticipated requirements imposed by future regulations.
  • Acquire property easements necessary for projects and improvements.
  • To communicate with stakeholders, which include: existing and prospective industrial, commercial and residential customers and developers, along with other WCSA stakeholders.
  • Answers customer complaints with respect to water quality and quantity issues.
  • To assist, as directed by the Manager of Engineering or his designee, in the accrual, interpretation and presentation of technical information, as it relates to activities and efforts of WCSA.
  • Attends training opportunities, meetings, seminars and/or workshops to enhance job knowledge and skills.
  • Represents WCSA externally to government agencies, funding agencies, and the general public as directed by the Manager of Engineering.
  • Other duties, as assigned by the Manager of Engineering
  • Supports all departments as needed

Job Type: Full-time

Pay: $54,000.00 - $75,000.00 per year
