The Planning and Community Development Department is recruiting for a well-qualified candidate that has experience working in a fast-paced, team-oriented, customer-focused environment with on-going deadlines and the need for attention to detail. The ideal candidate needs to possess strong written and verbal communication skills, the ability to write, edit, and format large technical documents, and be comfortable performing critical tasks independently.

THE POSITION
The position is responsible for providing routine customer service and technical assistance to customers seeking information about the process for obtaining building and planning permits as well as for coordinating, proofing, and formatting time sensitive documents, including, but not limited to, public hearing notices and staff reports made available to the public.
Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Technical Services Bargaining Unit for labor relations purposes.
Individuals who are in a full-time classification position are required to serve a twelve months probationary period, which may be extended an additional six months, for a total of eighteen months.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks

  • Assist in coordinating the processing of land use entitlement applications and related documents;
  • Maintain records to track applications and documents through various processes;
  • Answer customer inquiries and provide technical information by phone, over the counter, and in writing regarding land use regulations and applications and the building permit processes;
  • Accept, distribute, and process submitted land use projects and building plans and supporting documents in accordance with established policies and procedures;
  • Enter all permit information, and related documents into an electronic permit tracking system;
  • Review plans and supporting documentation for compliance with local standards and adopted codes;
  • Act as Planning Commission Clerk back-up including proofing, formatting, compiling and distributing referrals, reports, memos, agendas, minutes, notices, and letters and clerking committee meetings when needed (typically the 1st and 3rd Thursdays of each month starting at 6pm);
  • Monitoring and meeting strict legal deadlines and when necessary follow-up with others to insure all work is completed on schedule;
  • Utilize computer programs and applications such as: Microsoft Word, Excel, Adobe Acrobat Professional, Outlook, Teams, Zoom, Geographical Information Systems, Accela Permitting, and MinuteTraq;
  • Prepare documents, reports, and correspondence and distribute via the internet, mail, and email and post and file documents with the Clerk Recorder's Office;
  • Maintain, research, and archive commission agendas, minutes, and application administrative records;
  • Able to utilize various technical equipment for the recording and broadcasting of public meetings;
  • Review and interpret new legislation, government codes, policy mandates, etc. pertaining to the work overseen by the position;
  • Maintain and upgrade professional knowledge and skills by attending trainings and by reading professional journals and publications;
  • Communicate directly with and provide information to the public in person, by phone, and by email regarding commission agenda items;
  • Perform Routine analytical and technical administrative work, including coordinating data processing and collection to ensure the necessary input and output required for complete record keeping and reporting functions including budget controls;
  • Provide a wide variety of information to customers regarding department programs in person, by email, or by phone;
  • Maintain project calendars and assist as needed to ensure all work is completed as scheduled;
  • Maintain and research public records in accordance with federal and state law and County policy;
  • Prepare documents, reports and correspondence for internal and public use;
  • Perform and supervise routine administrative and clerical tasks; and
  • Other tasks as assigned.

  • Prepare recommendations for Departmental and County review;
  • Sit at a desk for extended amounts of time;
  • Lift, bend, stoop and reach overhead; and
  • Push, pull, squat, twist and turn.
KNOWLEDGE
  • Modern office practices/record-keeping;
  • Statistical record keeping and reporting concepts, methods and techniques;
  • Data processing relating to budget control or payroll;
  • Principles and techniques of employee supervision; and
  • Spelling, grammar, and elements of proper writing procedures.

EDUCATION/EXPERIENCE
PATTERN I
  • Completion of thirty (30) college semester units in Public or Business Administration or related area.
PATTEN II
  • Two years performing highly complex clerical duties with lead-worker, programmatically or accounting responsibilities.
DESIRABLE QUALIFICATIONS
In addition to the minimum qualifications, applicant screening will focus on the following desirable qualifications. Please list any of these qualifications you may have within the "Duties" section of the online application.
  • One (1) year of experience working with Construction or Planning Architecture projects; OR
  • Six (6) months experience in working with Boards, Authorities, and/or Commissions, attending meetings and preparing minutes; OR
  • Six (6) months experience in applying the Brown Act in the preparation and posting of agendas; OR
  • One (1) year of experience proofing and formatting technical documents made available for public review using Microsoft Word; OR
  • One (1) year of experience proofing and formatting technical documents for legal proceedings using Microsoft Word.

EXAMINATION PROCESS
