Trails and Natural Resource Supervisor (Parks & Recreation) Job at County of Berks
POSITION SUMMARY:
The Natural Resource Supervisor will oversee the management, stewardship and program delivery of the Parks & Recreation Department’s natural resources, trails and environmental activities at all Berks County owned Parks and trails. The employee is responsible for assisting, creating plans and the management of the Park System’s natural areas- including trails, forests, fields, waterways, and gardens. This position directs and manages park maintenance staff and is required to handle a multitude of tasks including working with other program staff, volunteers, and organizations, as well as administrative functions.
POSITION RESPONSIBILITIES:
Essential Functions
Working in close consultation with the Director, Assistant Director and Park Maintenance Supervisor, the Natural Resource Supervisor will be responsible for the following:
- Manage trail maintenance, conduct inspections to ensure proper use and maintenance of County trails.
- Implement cyclical maintenance plans for natural park areas, including vegetation removal, invasive species, hazard trees, erosion control and other factors.
- Prepare scopes of work, develop cost estimates, and perform construction and project management and oversight.
- Train, assign and supervise staff and volunteers for maintenance and improvement projects.
- Develop partnerships with volunteer groups, educational institutions, and corporations to develop cooperative projects/activities that benefit the resource.
- Formulates policies and procedures for natural resource management. Serves as a technical consultant with industry and governmental agencies.
- Oversee the identification and plans for removal of hazardous trees within the Parks system.
- Assures and upholds the protection of the Parks systems natural resources, as they relate to current industry standards.
- Develop guidelines for types of trails uses and carrying capacities. Help to disseminate information to trails users and general public.
- Develop and present general environmental and natural resource programs that highlight the Berks County Parks & Recreation system. This will include presentations prepared for school groups, adults, Scout troops and others as a community service.
- Work with other Park programming staff to develop programs, workshops and events to be presented as part of the Departments public outreach programming.
- Review and work with the Antietam Lake Park Master Plan to develop and implement proposed phased improvements.
- Seek and apply for grants and other funding sources for projects that will benefit the natural resources or environmental programming of the Parks system and the implementation of Parks projects.
- Develop educational displays and interpretive signage for the Parks systems natural resources.
- Attend workshops and special training seminars to increase knowledge and best practices of Department functions.
- Recruit, train and supervise part-time, seasonal and volunteers for program delivery.
- Develop and maintain a professional network related to the field.

- Perform administrative functions as required by the position.

MINIMUM EDUCATION AND EXPERIENCE:
- Bachelor’s degree from a college or university with major course work in Environmental Resource Management, Parks & Recreation, Forestry, or a related field, with a minimum of 2 years of supervisory experience.
- Two years of demonstrated hands-on experience in trails, forestry, natural resource conservation or outdoor recreation.
- Two years of customer service experience working with the public and other vendors in a public setting.
- Valid PA. Driver’s license.
- Valid Pesticide applicators license or the ability to obtain.
- Current CPR/First Aid/AED Certification or the ability to obtain
- Must possess basic computer skills.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:
- Must present a pleasant and professional presence when interacting with the public and other staff.
- Ability to work independently, as well a part of a team and develop work tasks as needed
- Knowledge of native vegetation, methods and practices used in park operations, including horticulture and forestry.
- Knowledge of regional flora and fauna.
- Knowledge of principals of natural land management and restoration.
- Ability to work with audiences of all ages.
- Ability to establish effective working relationships with the public and other staff.
- Ability to coordinate and supervise staff and volunteers.
- Ability to effectively communicate orally, verbally and in written form.
- Demonstrated experience in trail maintenance including vegetative management, surface repairs, fencing and foot bridge construction, signage, and other features.
- Knowledge of GIS and it’s uses as related to natural resource management.
- Must be available to work weekends, evenings and holidays as the operation of the Department requires.
- Must successfully pass PA State Police Criminal Record Check, Childline clearance and FBI fingerprint screening.
- Ability to handle stress.
- Physical presence in the office is required.
PHYSICAL DEMANDS:
- Ability to work for extended hours on occasion.
- Ability to stand for extended periods of time.
- Ability to lift 50 pounds, bend stoop climbs and reach.
- Ability to walk at various intervals.
WORKING ENVIRONMENT:
- Will be required to work outside and in variable weather conditions.
- Occasional exposure to chemicals, and other hazardous materials when performing responsibilities.
- Occasional contact with domestic and wild animals.
- Casual work attire.
- Be available to respond to emergencies outside of normal working hours.
- Will be required to work weekends, evenings and holidays as programming requires.
