OVERVIEW OF POSITION:

Regional operational business owner accountable for quality and financial performance within a designated geography, clinic portfolio or product. Accountable for the formulation and execution of strategic and operational plans, business development and growth activity, and delivering on an exceptional patient experience. Responsible for managing all operational activity to meet California and regional business plan goals within a compliant and efficient business model.

ESSENTIAL FUNCTIONS:

  • Consistently exhibits behavior and communication skills that demonstrate Optum’s commitment to superior customer service, including quality, care and concern with each and every internal and external customer.
  • Directs and coordinates all regional operations activities in partnership with clinical leadership.
  • Ensures that all quality and patient experience goals are met or exceeded, and implements plans to close any identified gaps from expectations and to demonstrate continuous improvement.
  • Develops and executes on growth initiatives to achieve enrollment, revenue and operating income goals.
  • Ensures all operational services are delivered within regulatory compliance and quality standards and guidelines.
  • Monitors resource utilization and productivity within the region and enacts plans to improve efficiencies and reduce expenses.
  • Works closely with the Regional Medical Director to enhance provider satisfaction, productivity and performance.
  • Evaluates opportunities and makes recommendations for business development and expansion within the region.
  • Oversees the implementation of all expansion projects within the region, including physician practice “tuck ins”
  • Develops comprehensive and accurate annual budgets including the development and implementation of plans to achieve budgetary goals.
  • Develops teams that drive operational excellence and demonstrate Optum’s core values.
  • Works collaboratively with other departments as needed.
  • Facilitates regional committee meetings and teams.
  • Develops, implements and measures adherence to policies and procedures.
  • Uses, protects, and discloses Optum patients’ protected health information (PHI) only in accordance with Health Insurance Portability and Accountability Act (HIPAA) standards.
  • Performs additional duties as assigned.

EDUCATION:

  • Bachelor’s degree from a four-year college and/or a professional certification requiring formal education beyond a two-year college.
  • Master’s degree in Healthcare Administration, Business Administration or Nursing preferred.

EXPERIENCE:

Minimum:

  • Over 7 years and up to and including 10 years of experience.

Preferred:

  • 4 to 6 years of management experience in healthcare.
  • Medical group or IPA operations management experience.
