ACHIEVE is dedicated to serving the rural communities of Western AZ, operating as the pinnacle provider of employment services for individuals with disabilities, wounded warriors, and those who experience chronic homelessness. The Agency provides individuals jobs and on-the-job-training opportunities at our Agency campus, on several Local, State, and Federal contracts, and on commercial contracts servicing the local business community.

POSITION TITLE: PRESIDENT/ CHIEF EXECUTIVE OFFICER

DEPARTMENT: ADMINISTRATION

REPORTS TO: ACHIEVE HUMAN SERVICES BOARD OF DIRECTIORS

GENERAL SUMMARY

The Chief Executive Officer works in partnership with the board and the staff to provide leadership, vision, and direction for the Agency and to develop organizational strategy. The chief executive implements policies approved by the board, manages the organizations programs and operations and represents the organization in the community.

MAJOR DUTIES & RESPONSIBILITIES

  • Oversees the development, implementation, and evaluation of programs and services that support the mission and align with the strategic direction of the Agency.

Standard: Annual report to Board of Directors regarding the status of programs relative to the goals established within the agency’s strategic plan.

  • Leads the staff and board in developing a realistic annual budget, and making financial decisions consistent with the budget as approved by the board.

Standard: Annual budget, inclusive of capital plan, t prepared and presented to the Board of Directors prior to the commencement of the July 1, fiscal year.

  • Develops a staffing structure that supports the efficient delivery of programs and services, accomplishment of major goals identified in the strategic plan, and effective overall management.

Standard: Annual organizational chart presented to Board of Directors for approval, with explanation of staffing areas addressing goals and management objectives.

  • Oversees the hire, management and evaluation of staff, inclusive of the implementation and ongoing revisions to personnel/operations policies submitted to Board for approval.

Standard: Human Resources report to Board during each meeting the status of staff hiring, turnover and reasons.

  • Providing regular, timely internal financial statements to the board that compare performance to budget and to the previous year or other benchmark.

Standard: Financial reports presented to Board during every Board meeting for review and approval.

  • Complying with all local, state, and federal legal requirements and funding sources.

Standard: Annual Compliance report present to Board of Directors.

  • Building positive primary relationships with partner organizations, policymakers, media and other.

Standard: Quarterly CEO Reports to Board of Directors that include, but not limited to, legislative meetings/communications, media outreach, stakeholder relationships.

  • Serves as spokesperson representing the Agency by participating in key associations and organizations, serving on committees and advisory groups, and speaking in public settings.

Standard: Quarterly CEO Report to Board of Directors will report status of Agency participation in any of the above-mentioned activities.

  • Submits annual reports to Board of Directors for approval; organizational chart, board meeting schedule, training schedule, compliance report, quality assessment, risk plan, health and safety review.

Standard: All reports accomplished annual at a pre-scheduled Board of Directors meeting determined by the Board meeting schedule.

  • Ensure the Agency’s philosophy and mission, vision is pertinent and practice throughout the organization.

Standard: Annual CEO evaluation to address performance associated with strategic plan goals and deliverables, inclusive of employee fulfillment assessment.

  • Hire and administer an effective management team with provision for succession.

Standard: Agency annual business performance report addresses key management succession planning.

  • Maintain a climate that attracts, keeps and motivates top – quality people- both professional and volunteer.

Standard: Human Resources matrix assessment of staffing turnovers.

  • With the chair of board, enable the board to fulfill its governance function and facilitate the optimum interaction between management and board.

Standard: Management attendance and active participation during Board of Director turnovers.

WORK ENVIRONMENT

A. Supervision

This position provides direct supervisor of Senior leadership within the Agency inclusive of the Executive Assistant.

B. Confidentiality

This position involves exposure to all levels of information regarding agency’s strategies, client medical records, financial statement and state reports.

C. Mental Application and Responsibility

This position is responsible for enforcing and following all policies and procedures in all areas of company’s business and must exercise sound judgment and ethical standards in all areas of decision making.

D. Internal and Public Contacts

This position involves interaction with employees, board members, clients and family members, community leaders, contract stakeholders, legislative leaders and lobbyists and various other community personnel.

E. Conditions and Equipment

This position includes administrative office setting, program setting and public meeting. Frequent travel, both local and out of country and state, is required. Equipment operation include general office equipment, computers, communication tools and motor vehicles.

F. Physical Demands

While performing the duties of this job, this position requires the ability to sit for potentially long periods of time throughout the workday. Hearing sufficient to understand conversations, both in person and on the telephone. Dexterity of hands and fingers to operate a computer keyboard, mouse, power tools, and to handle other computer components for potentially long periods of time without experiencing abnormal hand, wrist, or eye strain.

G. Work Environment

Includes a typical office environment, with minimal exposure to excessive noise or adverse environmental issues, including exposure to heat, cold, inclement weather conditions, and occasional environmental hazards.

ABILITIES

A. Language (Communication)

Must be able to communicate clearly and effective orally and in writing; possess excellent organizational and time management skills; be computer literate in accounting packages and/or spreadsheets applications. Strong verbal and written communication skills with a high degree of attention to detail.

B. Mathematical

Must be able to choose appropriate mathematical methods or formulas to solve specific accounting tasks.

C. Reasoning

Strong analytical skills and ability to define problems, collect data, establish facts and draw valid conclusions.

D. Other

Ability to follow oral or written directions, functions effectively under pressure while adhering to strict deadlines; possess strong organization skills with an emphasis on detail. Knowledge of administrative procedures; proficient in computer skills and Microsoft Office applications.

QUALIFICATIONS

A. Education:

Master’s degree in Administration, Management, or Human Services preferred.

B. Experience:

Ten (10) years’ management experience; five (5) years’ experience in developing and negotiating contracts and budgets with federal, state, county, and/or other public and private entities; securing funding through grant writing and proposals; and demonstrating knowledge of State and Federal government funding models and reporting.

C. Other:

Must be over 21 years of age.

Must possess a valid driver’s license.

Must be able to obtain a Level 1 Fingerprint Clearance Card.

Must be able to obtain valid certifications for Agency compliance within 90-days of employment.

Pass background check inclusive of Excluded Provider List System (EPLS) and the Health and Human Services (HHS) List of Excluded Individuals/Entities (LEIE).
