PRIMARY PURPOSE OF POSITION
Leads and direct the personnel and the activities of the PHI Outdoor Lighting and Strategy Execution organization with a specific focus on governance and oversight of PHIs outdoor lighting assets, strategic street light projects and other distribution related strategies and programs, maintenance and repair backlogs and budgets, product offerings and metrics reporting across PHI. Responsible for implementing and managing the execution of an organization's strategy. Plays a critical role in ensuring that the organization's goals and objectives are achieved through the successful execution of its strategy. Responsible for the engineering and design basis of distribution equipment and systems used on the system. Responsible for the design, coordination and timely execution of the reliability programs defined by Reliability Programs. Responsible to ensure the analysis of operational data for the distribution system is performed to respond to customer inquiries and develop plans to address reliability issues consistent with established reliability criteria. Develop, execute and maintain a process to ensure all work packages are properly prepared and appropriately scoped prior to construction issuance. Ensure consistent application of design practices across the distribution system, and coordinate feedback on required design and standards application changes. Assist in the development and effective implementation of strategic initiatives. Assure the focus and attainment of business goals and objectives. Develop and maintain an environment that promotes diversity and high productivity. Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.
PRIMARY DUTIES AND ACCOUNTABILITIES
- Manages diverse and/or specialized disciplines of functions, which have significant operational or financial impact on the company to achieve Exelon's safety, reliability and performance goals. (30%)
- Functionally focused balancing a mix of day-to-day operations and policy with strategic planning. Provides direction on core philosophies to the Company. Makes decisions on key business activities, which have a direct impact on the department and operations with indirect impact on other departments across the company. Miscalculation will have long recovery period. (20%)
- Manage budget for distribution system initiatives that are implemented across multiple service areas. These initiatives have budgets ranging from $500k to $3,000k. (10%)
- Develop and maintain an environment that fosters a high performance culture and a learning organization. Leads team in promoting diversity. Serves as a change agent for business initiatives and assures the human element is understood and considered. Assure timely recognition of employee contributions. (10%)
- Provide leadership to and development of the management team. Provide accurate and timely feedback regarding performance and operations. Conduct performance planning and appraisals. Identify opportunities for growth and learning. (10%)
- Establish, maintain and improve relationships with other departments in Exelon and outside. (10%)
- Facilitates open and honest communication with staff. Assures that upward communication is integrated into the process, including employee concerns and complaints. Develop methods to assess communication effectiveness and implement continuous improvement initiatives. (10%)
JOB SCOPE
- Direct a work force of 10 to 15 engineers and/or technical specialists responsible for the selection and approval of all materials used to construct the outdoor lighting system; the development and support of standard distribution engineering design practices and construction standards used by other engineering groups to design and construct the distribution system with an annual spend of approximately $20 million.
- Responsible to direct a contract workforce, of varying size, required to meet the engineering and design requirements specialty projects outside the technical expertise of the workforce or when identified work exceeds the resource capability of the department.
- Manages an operating budget of over $5 million and the engineering and design support of construction work performed annually across the company.
- Responsible for the engineering and design of the distribution maintenance programs for the 1.3 million poles, 580,000 distribution transformers, 43,000 miles of overhead distribution line, 30,000 miles of underground distribution lines and associated distribution equipment.
- Responsible for providing technical support for distribution materials, design, maintenance and construction standards, regulatory codes, and forensics analysis to internal customers ranging from front line overhead electrician to vice president (internal customer base).
- Develop, enhance and maintain key interface with Work Management to ensure engineering and design activities are focused on optimizing construction output across the company.
- Actions have direct impact on reliability and customer satisfaction goals, the distribution, and the public, political, and regulatory opinion of the company. Operates autonomously with wide latitude for un-reviewed actions and decisions.
- Responsible for providing the technical support for transmission design, regulatory codes, and forensics analysis to internal customers ranging from front line electrician to vice president.
- Meet with regulators and government officials as necessary to support distribution-engineering practices. Actions of department allow for the efficient design, construction, and maintenance of the distribution system using a repetitive build block approach. Influence distribution system industry standards through department support and participation on national standards making bodies and research activities.
Qualifications
MINIMUM QUALIFICATIONS
- Bachelor's degree in Engineering or related field. Preferred: Graduate degree or Graduate Level work in Engineering, Business Administration or related field.
- At least 10 years of industry experience, preferably 4 years as a supervisor or manager.
- Broad knowledge of company, department policies, objectives, strategies, and goals; function being managed; applicable governmental laws and regulations.
- Good oral and written communication skills, ability to build consensus, establish trust, communicate effectively, drive execution and ability to multi-task.
- Demonstrated ability to build consensus, establish trust, communicate effectively and foster culture change.
